Buy him new underwear and let him decide what to wear. Eventually, the little kid stuff will be too worn out to wear and he'll move on. If you fight him over it, it will become a line in the sand that he won't ever want to cross. If you ignore it other than buying new, appropriately sized stuff, it turns into a non-issue.

And while my son would go naked if he had to buy his own clothes, I can't imagine thinking a teenage boy would ever think about buying new underwear even if he did take responsibility for buying other items of clothing.

Just out of curiosity, what about socks? Does he think to buy those himself or is he wearing holey messes that barely get on his feet? (Not that I know any kids who would do that....)
